WIP: Try to get Heroku app to work for someone besides me

Outstanding issues include:

• [x] Sporadic failure of the green 'submit' button on the upload page
• [x] Simple, pointless "server has experienced an error" messages
• [x] Failure to produce plot

Add to this as you experience it. Screenshots help.

@keflavich -- I just tried to upload a file on Heroku and it worked.
