Add Heroku and other services #51

I am suggesting to add heroku, google cloud engine, AWS , Azure, IBM Cloud template where users can run these relays.

We should probably have a separate issue for each. It will be hard to track the work for all of that with one issue.

Let's use this one for Heroku.
