Assaylist should be tracked as a required input for all PCR1 picklist (and subsequent) files #10

The primer-assay map file (assaylist file) must be tracked by the files that require it during their construction - namely the DNA, T/W and Primer picklists in PCR1. Subsequent files must respect this file too. Marked as a bug because it's important to maintain the integrity of this file.
