Version Bump to 1.4.0 #259

If you @cameroncondry like both of my other pull requests in their current form, I think they and the other recent changes are extensive enough for a version bump to 1.4.0. I've also gone ahead and updated the read-me and change-log to reflect this new version.

I fully agree with the version bump, and updating the readme is icing on the cake. Thank you very much for going through and adding missing contributors and generally updating the information presented. The readme always gets neglected, but it really is an important piece of any library.

I'm pretty confident there are no significant issues with either branch, though there's a chance that the bulk build stuff won't always build when unlocked as I was somewhat overzealous with checks to prevent it from building too early. I've tested it on 3 different test saves so I don't think this will occur, but if it does, I can just commit a quick bug fix.
