Automatic festival option appears not to be working for me #273

The auto praise and the auto hunt both are working, festivals which also are enabled does not currently function. I first noticed this after the new menu configuration was implemented.

Festivals now checks to make sure running a festival isn't a net negative in resources; this is likely why it doesn't appear to be working. I'll probably add a toggle for this check into the options menu at some point.

How is this determined? I noticed that the "hold festivals" seems to work only if I have enabled the "limited" crafting for manuscripts. For example, I'd like to keep manuscript and compendium crafting non limited (to turn everything into compendiums for the science cap bonus), but have 2500 parchments in storage for the festivals. However, it doesn't seem to ever trigger in this case.

If I set the crafting of manuscripts to limited, however, it seems to work without an issue.

A "non-intelligent" version of holding festivals would be nice.
