It seems like crafting manuscripts is not working for my game. It's hitting the culture cap and then not crafting anything. I've tried disabling things that I thought might be outprioritizing it (bonfire, hold festivals, build embassies), but still nothing. Is this a known issue? This was working previously so I wasn't sure what was going on.
