This PR updates Composer to work with version 2 and updates the various dependencies in NPM.
Specifically, this PR should superseded the dependbot changes noted in the following: https://github.com/cameronterry/dark-matter/pull/54, https://github.com/cameronterry/dark-matter/pull/57, and https://github.com/cameronterry/dark-matter/pull/59.
These changes are primarily for the deployment and development of Dark Matter, rather than any change in functionality.
