Closes #35

This allows users to fully customize the behavior of caracal without making a branch. Some things are WIP, pending those resolved. Namely:

[x] proxy handlers for loader and iip, or general
[x] config validation (later) better way to populate "HANDLERS"

Before merging, let's -Test all camic functionality which interacts with an endpoint to be sure I didn't miss anything -Document the routes.json format

Upon merging, add issues for:

iip handler replace with proxy handler (and finish cleaning up)
better handler registration process (e.g. maybe on startup, require each file in 'handlers'?)
