Adding CONTRIBUTING.md file . This is the TEMPLATE of CONTRIBUTING.md file there is lot of work need to be done.

Addign Contributing.md file to help the other contributor to get involve and contribute to this community .

Summary

CONTRIBUTING.md file consist of all the step and way to contribute to this project and also how to get involve into the community. It also content the Community guide lines for the Contributor . Here are some Heading :
