I think I fixed this issue. Agents now go towards the apple even if there are obstacles in front such as soil or agents. However if an agent is standing directly in front of the apple the agent cannot reach it so it will stay close but it can't do more than that.

Problem:
Agents are currently getting stuck because an agent or an apple is blocking the path to the apple they want to get to so they just go back an forth since the current way to measure distance to apples doesn't take into account any obstacles.
