Pag 14: waste water treatment and reuse do not always increase water availability, because it overall increases sectoral water uses (consumption) resulting in lower downstream water availability.

This can be discussed with the sensitivity analysis on population water consumption and increase in irrigated land. It can be discussed that if farmers have more efficient irrigation schemes and access to recycled water, then there is an incentive to increase the irrigated area and produce more (this is also evidenced from the SASS III report).
