This is true but we should make an observation about the current irrigation intensity in some parts of Libya, which according to SASS III, farmers have adapted to semi-intensive irrigated agriculture, often going through water-stressed crops.
Page 9, lines 38-42: Is the implicit assumption here that if farmers have to pay more for water resources, then they will invest more in efficient irrigations schemes? If so, I think it’s worth stating it explicitly.
