Stand up HSDS Server #4

This is essentially a blocker for #2

NREL's HSDS Server is rate limited in a way that is prohibitive to development (intended for demo uses only), and the .h5 files from the WIND Toolkit are too large to store locally.

[ ] Follow the instructions to stand up an AWS server to handle requests.
[ ] Follow the instructions to point the server to NREL's WIND Toolkit database

It looks like we don't need this for development right now, but it's good to know in case we need it in the future
