KAX Electric Prop flames out even available electric charge #30

The KAX electric prop flames out with the "no fuel" message immediately upon activating even if electric charge is available. Possibly this has something to do with the fact that the propellant is massless and so the resource flow code in SolverEngines isn't working properly.

Note that this was the case even before my recent commit removing FSCoolant from props.

The infinite fuel cheat makes it work, so I think this has to do with lastPropellantFraction not being set correctly.
