Low throttle can cause negative static thrust on certain engines (e.g. the J58). The underlying cause is that the total pressure exiting the turbine is less than ambient. There are two possible reasons for this: (1) Minimum throttle is too low or (2) TTR should vary with RPM
Fixed by setting minimum throttle - still seems off to assume that TTR stays constant (i.e. turbine is still choked) at idle, but currently have no better solution so this is the best we've got.
