Add new command (8ball) #84

Changes

This creates a basic 8ball which supports our needs. It allows for different categories, as well as an aggregate "random" category.

Despite my calling myself "jokebook", I'm not that good with jokes. I created a 'funny' section but it's not very funny. I think we should create all the required categories (this is done in /src/utils/8ball.json) and fill them with relevant stuff. Devs: you have write access to the branch which I am comparing in this PR. If you have some responses you want to add -- add them!

I figure we should merge this now, and add more responses later.

Admin ability to add and remove responses might be cool

I will add this admin command tonight. It will look like this:
