Add option to display the layer's legend when layer is not enabled #62

Describe the solution you'd like

Add option to enable legend even when the layer is not enabled. For now, user should enable (activate) layer to display the legend.

Additional information or points to watch out for

Current default option/feature should be kept, another options ("isLegendAlwaysExpanded")could be added.

I am going to check with developers. MapBS is GMF 2.2.0, right? I wonder if this has been changed in between.

MapBS is GMF 2.4 LTS.

I've just tested with the demos environments. It works with 2.4 but not with 2.5, 2.6 and 2.7 anymore.

I cannot remember we discussed this in the last changes. This seems to be a regression that nobody has noticed since 2 years :-/

I can ask during our PSC meeting as well.

I confirm that customer is on GMF 2.6 and it is not working.

I discussed with the PSC. It seems that this change was deliberately asked for version 2.5.

How important is this functionality for Grand Châtellerault ?
