Potential issue on non-english versions of Windows #5

ADMX files are designed to support multiple languages. However it appears that only US English is supported by this module.

There may be issues when using this module on multiple language Puppet environments. For example, you would need a different resource for the English, French and Spanish to manage the same GPO setting.

Also ruby can have issues parsing UTF8 text when calling external processes so this may cause other problems.
