In Cockpit I cannot deploy DRD if decision table has empty cells #2187

Reproduce:

What is the problem?
Deployment failed : The resource could not be updated. ENGINE-22004 Unable to transform DMN resource 'invoiceBusinessDecisions.dmn'.

Hints: Deployment failed because of missing note.

Workaround: Open the decision table with the empty cell and return to the drd view.
