Improve logging of HTTL is mandatory

Acceptance Criteria (Required on creation)

• Code changes

  • Adjust: Exception for deploying models without HTTL AND NO Engine Configuration set:
  • Remove the 180 days default value information (The modeler will not set 180 days as a default anymore)
  • Add to the existing warning message the info that there is a global engine configuration
  • Add: If the global engine configuration is set and the a Model with HTTL > as a global engine flag is deployed, add a warning that the global flag is overwritten for this process

• Docs adjustments

  • Make the section History Clean Up a dedicated page in the docs to make the topic easier discoverable.
  • Document deployment requirements not only in migration doc: https://docs.camunda.org/manual/7.20/update/minor/719-to-720/#enforce-history-time-to-live, but also in the history-cleanup section.

Decision:

• No new redirects. Argumentation: People can go on the landing history page if used an old link: https://docs.camunda.org/manual/latest/user-guide/process-engine/history/#Xyz So we won't need special redirects. Tickets, forum or other resources that have the old links will bring the user to the landing page and then they can decide which of the subpage to go to.
