In Cockpit, add option to filter Human Tasks on Root Process Instance ID

As a cockpit user, I want to be able to filter Human Tasks based on their Root Process Instance ID.

In the Search Human Tasks filter bar, there must be a new filter for Root Process Instance ID:

In CE a new translation key PLGN_SETA_CONF_ROOT_PROCESS_INSTANCE_ID is added to en.json & de.json locale files. In EE webapps/camunda-webapp/plugins/frontend/plugin/cockpit/search-tasks/app/views/taskSearchConfig.json new entry for rootProcessInstanceId is added.
