Resource based permissions baseURL unclear or missing for Tasklist and Operate #2236

For tasklist and operate resource based permissions, the docs don't clearly document the requirement of also configuring camunda.tasklist.identity.baseUrl and camunda.operate.identity.baseUrl, respectively. The Operate parameter is not even in the docs.

@akeller for tasklist we already have the property there when configuring Identity - that means that it's required - do you think we should add it somewhere else as well or do you have any suggestions on how to improve this (asking because maybe I'm getting a blurry view of this part of the docs as I'm familiar with this parameters).
