Document permission management in Identity

Context

A core functionality of Identity is the management of permissions, to make these management tasks as accessible as possible for all we should detail how to achieve each goal.

Acceptance Criteria

• [ ] A page exists in the Identity documentation (suggested section: user guildes) for each of the following tasks
  • [x] Creating a permission
  • [x] Adding a permission to a role
  • [ ] Deleting a permission

Is this complete? Is it possible to delete a permission? I see create and add - https://docs.camunda.io/docs/self-managed/identity/user-guide/roles/add-assign-permission/

The only thing left here is deletion of permissions
