Variable outline tooltips cut off #4496

Describe the bug

The tooltips for the variable outline tab are cut off when there's not enough space.

Steps to reproduce

  1. Open Camunda Modeler on a small screen or resize
  2. Hover variable outline tooltips
  3. Tooltips cut off

Expected behavior

Tooltips not cut off and above rest of application.

Found the upstream bug report; as expected this must be properly fixed at the core. See also https://github.com/carbon-design-system/carbon/issues/14677#issuecomment-1775557854.
