Describe the use case: Introduce Caching dependencies to speed up workflows

Describe the enhancement/feature:

Here are some example dependencies that we could cache:

• caching the bitnami readme-generator instead of pulling it every time we want to update the readme.
• Caching the asdf deps, instead of pulling them every time

  Desired outcome and acceptance tests:

There is caching in the dependencies we use, which will hopefully result in a decrease in the time it takes to run workflows that need dependencies.
