Implement `tenant` endpoints

Description

Tenant endpoints provide CRUD options for tenants combined with assigning of additional resources i.e. users or groups.

• The endpoints should be implemented as described in REST API Developer Guide
• {place-holder} is the placeholder for parameters like key
