Make congen available as a maven dependency #2694

What should we do?

We should make the congen project available as a maven dependency

Why should we do it?

We would like to integrate it into the web-modeler project as a maven dependency.

We have the openapi-parser and postman-collections-parser already available as maven dependency, and the versioning and releasing is the same as for the connectors project. We should use these two separate maven dependencies in the web-modeler BE
