This PR will fix the failure handling strategy selection in the webhook REST controller.

When the handling strategy is ForwardToUpstream, error should be returned (422)
When it is Ignore, 200 response should be returned
The response body in case of an error should contain the message (added as @JsonProperty) and should not contain consumeUnmatched (internal field, excluded with annotation)
