Create a new benchmark for the DMN engine #108

Description

Create a new benchmark and cover some basic functions. It should be a starting point to compare the DMN engines and give an idea of the performance. We can extend the benchmark over time.

The goal is to

execute the benchmark manually
allow triggering it from the build pipeline

I'd be really interested in this. Some of my more complex graphs have taken upwards of 100ms and I'd love to get a better understanding of the performance vs number-of-decisions.
