'Describing decision' in wrong section #1071

Currently, the question "Please describe the decision(s) that will be automated" is under Impact Assessment, only when "yes" is answered to "Will the system be replacing human decisions that require judgement or discretion?". This is wrong. That question to describe the decision would be much better situated under "About the decision", and always relevant.

Moved the question to the section "About the decision", and removed the visibleIf condition.
