improved log sink search and updated conftest version #9

Updated Log Sink validation to use new in operator for better performance and updated conftest to version 0.32.1 for supported OPA version.

Thanks Mike! Let me know if you catch anything. It was one of those works in my org situations and I had some dangling permissions which sadly hid the errors.
