change the email link in the pre-footer to point to the GC Form

This is the footer text: "This website is part of a pilot. If you want to share your feedback, please open an issue or send us an email"

It should change to: "This website is part of a pilot. If you want to share your feedback, please open an issue or fill in this feedback form"

(or something like that)
