The site.url in config includes a trailing slash already

@smellems looks like you reverted everything, I'll let you re-apply if you want, but this was the only part that needed to be addressed

We tried just removing the / but for some reason the /en/index.html was not found (404). Thanks!

Closing, since it currently works. CI re added with #260
