Create adaptive English/French menu #2

Need to adapt the header.html file.

Use Liquid templates to detect the language of the web page (ends in -fr.md).

Alternatively just have a different layout file for the French pages that includes a French header.

Added separate templates for french and english pages; added links to each page to switch between french and english.
