Complete the value set modeling support in BiolinkML #13

BiolinkML currently supports a fairly generic "values_from" slot that allows a value set URI to be provided. Value set support will be added to BiolinkML including local tag to URI mapping, value set service integration.

Harold is working on the enumeraions feature in biolinkML, which will support the value set modeling.

Currently in a branch but will be merged to master (Update this).
