Possibly add: Value set endpoint #103

Description

The CRDC-H model may soon be adding named value sets. If they add this, then it would be very useful for us to have an endpoint.

Value sets are defined a bit differently than a simple enum:

Yeah I agree. I don't know if we'll want 1 or both of these. I think they're both similar in structure.
