Mirror peer submissions #6

Adding a peer should also commit a steward to mirroring (via ipfs pin) the submissions of that peer.

I think we should really hold up a bit on this one before going for a custom implementation and see what the IPFS guys are cooking under ipfs-cluster: https://github.com/ipfs/ipfs-clusterctl

According to the roadmap, they would take a look at it December 2016 :)
