move doc from readthedocs.io to this repo #8

Telomerecat have its doc/manual here: https://telomerecat.readthedocs.io/en/latest/ However, we have no control over it.

As its author (Henry F) suggested and many other packages have been practising, we can move its doc/manual to this repo, e.g. doc/TelomerecatManual.md
