Update SeqRepo collection to `2024-02-20` #538

We currently use the SeqRepo collection 2021-01-29. A new collection, 2024-02-20 has just been released. We should update the SeqRepo collection we use (both locally and AWS instances). We should specify the collection we're using in the README.
