Background

We should have a favorite icon for the site visible in tabs. Right now I just get a "F" from Fly.io.

Acceptance Criteria

A fav icon is displayed on all pages.

Approach

This would be a static asset, which we can serve from Rails. There might be some configuration to do for it.
In a fantasy world, the icon would different between production and dev, or no icon for dev.

Notes

This is technically dependent upon (and a duplicate of) #67, but we can do something now and then replace it later on if it changes.
