Requirements

[x] Budget Accounts can be marked as on budget/off budget
[x] On budget accounts require a category for transactions
[x] On budget accounts do not have categories for transfers to/from them
[x] Off budget accounts do not have categories for transactions
[x] Off budget accounts require a category for transfers to/from them
