Limit number of actions in vertical button alignment mode #4

I have doubts about this topic. I can't decide is it really necessary to limit number of actions. If anyone has an argument about this topic. Let me know.

I think it's not necessary to limit the number of actions until someone has a strong argument for that. Closing the issue.
