Alternatives for using Flash for sound notifications

Notes for a PR I'll probably have soon.

• Goal is to get away from anything resembling a flash dependancy
• For best coverage, MP3, AAC and OGG formats should be available.
• Audio() is the default for playback
• canPlayType() used to determine most appropriate format/codec ( see http://diveintohtml5.info/everything.html )
• Fallback (IE <= 8) is insertion/autocleanup of elements, which don't need embed confirmations. I assume there is a clean place to stick them then the end of .
• While there are some nice js-only sound libraries, nothing supports candy's stated IE7 backward compatibility.
• Firefox having trouble with current notify.mp3, reencoding & pagging seems to fix, but git may be the thing corrupting it. Need to examine further.

The latest version of Safari for Windows (admittedly old) is currently dying on it, going to try and get that working before PR.
