Yale lookup broken for syllables ending in h #3

For example, trying looking up "ngo'h" for the first-person pronoun "I" in Cantonese.

Code analysis indicates that we were checking for "h" marker trailing the last vowel BEFORE we remove the apostrophes. To fix this, just move the apostrophe checking and removal code to before the "h" marker check. This bug would actually affect any syllable of tone 5.
