Remove can-util #491

can-util can still be found in some modules: https://github.com/canjs/can-connect/search?q="can-util"

Can helpers/clone-data be removed? I don’t see it documented or referenced anywhere.

Since the other two are still documented, I think those should be fixed to not use can-util.

can/tag/tag is removed in major so I don't think it's important to change that one.
