Should work when Kefir is undefined #3

In order to work in JSBin in can.all when Kefir is not being used, can-kefir should not throw an erorr when kefir is not defined. Right now there is an error:

  1) QUnit "test/index.html" on Firefox 53.0.0 / Linux 0.0.0: CanJS tests can.all.js works without jquery TypeError: Kefir is undefined:
     Error: Expected true but was false
