wait; re-opening this. maybe start the bot deafened if the user has not opted in?

Re-re-opening. Deafening the bot doesn't work .......................................................................

closing by reverting change to use deafening of the bot as a gate for if we should transcribe or not. I am pretty sure this is an issue with the library, but don't really have the energy to follow up on it ...
