[x] Create discord bot with necessary permissions
[x] Join the proper voice channel
[x] ~~Generate announcement via text to speech~~ Hard coded audio files for now; tts in separate story
[x] Play announcement at the correct time
[x] Remove dev code test-announce.js and announce script in package.json
