Need to add HEVC quality levels (working on benchmarking now to figure out best operating points) and cleanup of the hvc1 tags in the manifest (they are fixed right now)

I added some HEVC quality levels in the last release but I have not had a chance to fully benchmark on any google cloud or aws instances. Manifest tags still need to be cleaned up.
