Adds language guide to /copy-reviews
Adds variable/function and filename guidelines to /javascript
Adds section to /automated-checks about the action

@sowasred2012 Updated with your suggestions and added in some links to the config where the list of rules can be found. It feels a little wordy and repetitive so let me know if I should reword/reformat it.
